The European Community and the Swiss Confederation declare their intention to enter into negotiations for agreements in areas of common interest, such as the update of Protocol 2 of the 1972 Free Trade Agreement and Switzerland`s participation in certain Community training, youth, media, statistics and environmental programmes. Preparatory work for these negotiations is expected to continue quickly as soon as the ongoing bilateral negotiations are completed. Tariffs on bilateral merchandise trade between the UK and Switzerland will continue to apply after the agreement enters into force. However, in some cases, non-preferential rates may be lower due to changes to the most favoured nation scale in the United Kingdom. Switzerland states that in the seventh year of its implementation it will make a decision on the renewal of the agreement on the basis of the internal procedures in force. In the event of termination or non-renewal, the rights acquired by individuals are not affected. The parties agree on the actions to be taken with respect to rights in the acquisition process. Prior to the UK`s withdrawal from the EU on 31 January 2020, the UK Government`s UK Withdrawal Agreement (WAB) had passed all the steps in parliament and obtained royal approval. The adoption of the BMS was an important step towards the UK`s orderly exit from the EU, when Boris Johnson`s withdrawal agreement became British law and the British government was allowed to ratify it.

Since the UK and the EU have ratified the withdrawal agreement, the UK is entitled to a transitional period until 31 December 2020, subject to a possible extension, during which all agreements with the EU will remain fully in force. As a result, all bilateral agreements between Switzerland and the EU apply to the UK until at least 31 December 2020. At the end of this transitional period, the bilateral agreements between Switzerland and the European Union that apply to the United Kingdom will be replaced by bilateral agreements between the United Kingdom and Switzerland, to ensure that existing reciprocal rights and obligations under the current legal framework will continue to apply after the transition period. To this end, Switzerland and the United Kingdom have signed several bilateral agreements providing for the smooth continuation of their bilateral relations, including the Agreement on Citizens` Rights after the UK`s withdrawal from the European Union and the Free Movement of Persons Agreement (ACP).
